The Challenge

Selwyn District Council required a reception and client-facing environment that could accommodate a wide range of users—from members of the public to staff—while maintaining a welcoming, professional civic identity. The space needed to manage varying levels of privacy, control noise in an open-plan setting, and transition seamlessly into staff breakout areas without feeling disconnected or institutional. Flexibility was also key, as the area had to support waiting, informal meetings, and day-to-day staff use.

The Solution

A layered, furniture-led layout was implemented to define zones without relying on hard partitions. High-back booth seating provides semi-private spaces for conversations, while open tables and lounge areas support casual use and waiting. A consistent material palette of soft neutrals, timber finishes, and durable upholstery creates visual cohesion across all areas.

Acoustic performance is addressed through upholstered elements and carpeted flooring, reducing noise in the open environment. Large glazing and integrated planting enhance natural light and introduce a connection to the outdoors, softening the civic setting. Flexible furniture selections—including mobile tables and varied seating types—allow the space to adapt to different functions throughout the day.

The result is a cohesive and highly functional civic space that feels approachable and comfortable for both public users and staff.
